摘要
本文尝试建立以社会效益产出为导向的企业海外履责评估框架,并对中阿共建“一带一路”过程中两个代表中国“走出去”企业海外社会履责水平的标志性项目——中埃泰达项目与招商局吉布提项目进行了考察。可以发现,近年来中国“走出去”企业的海外社会履责进步明显、成绩突出,究其原因,是近些年来中国已初步形成政府、社会、企业三位一体的海外社会责任协同促进体系。尽管如此,也需要看到中国“走出去”企业仍普遍偏重经济效益产出;在社会效益产出方面,中央企业和其他企业之间存在不平衡,社会效益不同类型之间存在不平衡,“做”和“说”之间也存在不平衡。随着“一带一路”进入高质量发展阶段,需要深入理解改善海外社会履责情况对于可持续和高质量建设“一带一路”的意义,系统性提升“走出去”企业的海外社会履责意识和能力。
This paper attempts to establish an output-oriented overseas corporate social responsibility performance evaluation framework,and after conducting case studies on Teda Project in Egypt and CMG’s Project in Djibouti,it’s found that in recent years,the overseas social responsibility performance of Chinese going-out enterprises has made remarkable progress and outstanding achievements.The reason is that an overseas social responsibility promotion system with the trinity of government,society and enterprises has been initially formed in China.But generally speaking,going-out enterprises still paid more attention to economic benefit output,and in terms of social benefit output,there were imbalances between Central enterprises and other enterprises,between different types of social benefits,and between“doing”and“speaking”.In the future,as BRI has entered the stage of high-quality development,it is necessary to understand the significance of improving overseas social responsibility for the sustainable and high-quality construction of BRI,and systematically enhance the awareness and ability of going-out enterprises in fulfilling their overseas social responsibility.
