Data Element Allocation,Innovation Drive and Common Prosperity

选取2012—2021年中国276个地级市面板数据,实证检验数据要素配置对共同富裕的影响,以及创新驱动在两者间的作用机制。研究结果表明:数据要素配置对共同富裕的正向影响效应十分显著;创新驱动在数据要素配置促进共同富裕的过程中发挥中介效应;数据要素配置对共同富裕的影响效应存在政策实施异质性和城市行政等级异质性;数据要素配置对共同富裕的促进作用存在双重门槛效应。基于此,提出加快数据要素市场化建设、深入落实创新发展战略、制定差异化数字要素配置策略等政策建议,以期为推动实现共同富裕提供新思路。

Select the panel data from 276 prefecture level cities in China from 2012 to 2021,and empirically tests the impact of data element allocation on common prosperity,as well as the mechanism of innovation drive in it.The research results indicate that the positive impact of data element allocation on common prosperity is very significant;Innovation driven plays a mediating role in the process of promoting common prosperity through the allocation of data elements;The impact of data element allocation on common prosperity is characterized by policy heterogeneity and urban administrative level heterogeneity;The allocation of data elements has a dual threshold effect on promoting common prosperity.Based on this,we propose to accelerate the market-oriented construction of data elements,deepen the implementation of innovative development strategies,and formulate policy recommendations for differentiated digital element allocation strategies,in order to provide new ideas for promoting common prosperity.
