欧盟数字主权:一项战略建构的解读

EU’s Digital Sovereignty:An Analysis of Constructive Perspective

在中美数字竞争的宏观背景影响之下,欧盟将建构数字主权作为应对多重危机、建立欧洲话语领导权的战略路径,其政策部署主要表现为基于战略自主而抗衡美国数字霸权,基于经济需求而实施数字征税,基于价值保护而推行数字审查,基于绿色转型而强化战略韧性等四个方面。数字主权的战略建构过程将促使欧盟强化其全球治理参与力度,在受到欧美大西洋关系之影响的同时,也面临着在中欧之间广泛开展数字合作的战略机遇。

Under the Influence of Sino-US digital competition,the EU undertook the construction of digital sovereignty to address the multiple crises and enhance its international leadership.At present,the construction of EU’s digital sovereignty is mainly manifested in four aspects:balancing US digital hegemony to strengthen strategic autonomy,implementing digital taxation to meet economic demands,strengthening strategic resilience in consistence with green transition,and implementing digital censorship by way of protecting European citizens’rights.Basically the construction process of digital sovereignty will prompt the EU’s strategic willingness to strengthen its participation in global governance.The EU and its strategy to construct digital sovereignty is constrained by the digital hegemony of the United States and the tradition of European-American Atlantic allies to certain extent,meanwhile the EU will also face new opportunities for broad bilateral cooperation with China due to its digital capability and strategy design.
