跨境电子商务海关监管问题与对策研究--以江苏省为例

Problems and Countermeasures of Customs Supervision in Cross-Border E-commerce:A Case Study of Jiangsu Province

跨境电商作为“外循环”的重要引擎,已成为我国重要的外贸新常态,而跨境电商的蓬勃发展也是海关创新改革的动力之一。同时,由于其商品性质与贸易模式较传统跨境贸易有一定差异,跨境电商贸易规模的扩大使得海关面临监管难题。本文全面梳理了江苏省跨境电商海关监管的发展脉络与监管现状,深度剖析及归纳其现存问题,提出推动综合保税区高质量发展、构建海关企业合作桥梁,建立多元化现代智慧口岸,健全相关法律法规和加强有关部门合作等对策,以期为江苏省跨境电商行业的高质量发展及海关监管模式的现代化改革提供借鉴,以供参考。

As an important engine of"external circulation",cross-border e-commerce has become an important new normal of foreign trade in China,itsflourishing development also serves as a driving force for customs innovation and reform.However,the goods and models of cross-border e-commerce trade are different from those of traditional cross-border trade.The expansion of cross-border e-commerce trade poses challenges for customs supervision.This article reviews comprehensively the development and current status of customs supervision for cross-border e-commerce in Jiangsu Province,deeply analyzes and summarizes existing problems,and proposes strategies,such as promoting the high-quality development of comprehensive bonded zones,establishing a bridge for customs-enterprise cooperation,establishing diversified modern smart ports,improving relevant laws and regulations,and enhancing cooperation with relevant departments.The aim is to provide insights into the high-quality development of the cross-border e-commerce industry and the modernization reform of customs supervision models in Jiangsu Province.
