Keeping up with China's low birth rate and the ensuing caregiving dilemma is a major public concern and a key goal of the country's social security policy framework in the new era. Given the close relationship between gender and fertility, and the growing global consensus since the late 20th century that addressing low birth rates requires gender equality.
