中哈边境口岸装卸工作用探析——以阿拉山口与霍尔果斯口岸为例

Analysis of the Role of Stevedores at China-Kazakhstan Border Ports-A Case Study of Alashankou and Horgos Ports

新时代口岸高质量发展离不开边境职业群体的突出贡献。文章采用线上线下田野调查相结合的方法,选取中哈边境阿拉山口与霍尔果斯口岸的公路、铁路换装场作为调查地点,考察口岸装卸工在边境社会发展和维护边疆安全过程中发挥的作用。研究显示,口岸装卸工人具有行业及从业群体的不可或缺性、职业化与半职业化相结合、行业内部与外部分工协作的特点。他们在服务共建“一带一路”中发挥的作用体现在:对口岸畅通的保障作用、对边境社会的凝聚作用、对家乡建设的促进作用和对边疆与内地交流的沟通作用等四个方面。

The high-quality development of the border ports in the neweracannot be achieved without the outstanding contribution of the border professional groups.This paper adopts a combination of online and offline field work,and selects and examines the role of road and railroad transshipment station at Alashankou and Horgos ports on the border between China and Kazakhstan.It investigated the role played by port stevedores in the process of social development andmaintenance of border security.The study shows that port stevedoreasrecharacterized bythe indispensability of the industry and the group of practitioners,the combination of professionalism and semi-professionalism,and the division of labor and collaboration within and outside the industry.The role played by stevedores in serving the construction of the"Belt and Road"is reflected in four aspects:the role of guaranteeing the smooth flow of the ports,the role of cohesion of the border society,the role of promoting hometown construction,and the role of communication between the border and the mainland.
