淮南银行作为抗日战争期间成立的淮南根据地“金融中心”,不断加强自身建设,建立完备高效的组织架构。淮南银行利用其金融领域中的领导地位发行淮南币,制定相关金融政策与法币和伪币开展货币斗争;合理控制淮南币的发行数量,使根据地的物价基本平稳;发放大量贷款,积极支援根据地生产建设,为淮南根据地赢得抗日战争胜利积累了充足的物资储备。在其存续的三年多的时间内,为根据地经济平稳运行、人民生活水平稳定提供了金融保障;且为解放战争期间华中根据地的金融事业打下了坚实基础。淮南银行的运行实践,是中国共产党金融事业蓬勃发展的缩影。

As the “financial center” of the Huainan base area established during the Anti-Japanese War,Huainan Bank has continuously strengthened its own construction from beginning to end,in order to establish a complete and efficient organizational structure to serve the revolution.Huainan Bank used its leading position in the financial field to issue Huainan coins and formulated relevant financial policies to carry out currency struggles against legal and counterfeit currency;Reasonably control the issuance quantity of Huainan coins to maintain a stable state of prices in the base areas;By issuing a large amount of loans and actively supporting the production and construction of the base areas,sufficient material reserves were accumulated for the Huainan base area to win the victory of the Anti-Japanese War.During its existence for over three years,it provided financial guarantees for the stable operation of the base area economy and promoted the continuous improvement of the living standards of the people in the base area;And it laid a solid foundation for the financial industry in the Central China base area during the Liberation War.The operation track of Huainan Bank is a microcosm of the continuous vigorous development of the financial cause of the CPC.
