安徽省普惠托育服务的现实需求、发展困境及政策建议——基于实证调研的分析

The Practical Demand,Development Dilemma and Policy Suggestions of the Inclusive Childcare Service in Anhui Province——Analysis Based on Empirical Investigation

为了解安徽省普惠托育服务的现实需求与发展困境,文章采用问卷法和访谈法分别对811个0~3岁婴幼儿家庭和9家托育机构负责人进行调查。研究表明,安徽省普惠托育服务在供给数量、空间布局、服务费用、托育质量和供给模式方面均存在供需不匹配问题,托育机构在运营过程中也面临一些困境。安徽省普惠托育服务,应以婴幼儿家庭的现实需求为导向,结合普惠托育服务发展困境,多方发力,共同推进普惠托育服务体系的不断完善。

In order to understand the practical demand and development dilemma of the inclusive childcare service in Anhui Province,811 families of children aged 0-3 years are investigated with a questionnaire and the heads of 9 childcare institutions are invited for a face-to-face interview.The results show that there is a mismatch between supply and demand of the inclusive childcare service in Anhui Province in terms of supply quantity,spatial distribution,service costs,childcare quality,and supply mode,and childcare institutions also face many difficulties in the operation process.To this end,it is suggested to take the practical demand of infant families as the guide,take account of the development difficulties of the inclusive childcare service,and make joint efforts to continuously promote the inclusive childcare service system.
