碳中和愿景下绿色金融的实践、困境与对策——以辽宁省为例

Practice,Challenges,and Countermeasures of Green Finance under the Vision of Carbon Neutrality:A Case Study of Liaoning Province

我国提出力争在2030年前实现碳达峰,2060年实现碳中和的目标,双碳目标的达成离不开绿色金融的支持。辽宁省作为老工业基地,在“双碳”背景下,大力发展绿色金融,既是辽宁绿色转型的需要,也是振兴东北经济的必然选择。本文对辽宁省绿色金融的政策以及绿色金融发展实践进行了分析,指出目前辽宁省绿色金融缺乏系统性规划、标准体系有待完善和绿色金融产品创新不足等问题,提出了应该完善政策支持体系,推动绿色金融系统发展等一系列对策建议。

China has proposed to strive to achieve carbon peak before 2030 and carbon neutrality by 2060.The achievement of the dual carbon goals cannot be achieved without the support of green finance.Liaoning Province vigorously develops green finance under the background of"dual carbon",which is not only a need for Liaoning's green transformation,but also an inevitable choice for revitalizing the Northeast economy.This article analyzes the policies and development practices of green finance in Liaoning Province,pointing out the current lack of systematic planning,incomplete standard system,and insufficient innovation of green finance products in Liaoning Province.It also proposes a series of countermeasures and suggestions to improve the policy support system and promote the development of the green finance system.
