学术期刊三级审稿中的无效审稿及改进建议

Invalid Review and Suggestions for Improvement in the“Three-Tier-Review-System”of Academic Journals

审稿是学术期刊编辑部对论文进行正确评价的一项重要工作,多年来“三审制”在确保论文和期刊学术质量上起到了良好的促进作用。但受社会经济、文化、科研评价与人才培养等多方面因素影响,审稿周期长、审稿质量参差不齐、审稿碍于面子与人情而流于形式等无效审稿现象很多,导致“学术失范”“泡沫学术”事件频发。应该从全方位完善学术期刊编辑部从业人员知识结构、明确不同类型学术论文的审稿标准、设计程序公正的“三审制”流程、明确审稿工作具体要求、建立审稿人准入机制等方面改进三审制。

Review is an important task for the editorial department of academic journals to evaluate papers correctly and objectively.Over the years,the“Three-Tier-Review-System”has played a great role in ensuring the quality of academic papers.However,affected by social economy,culture,scientific research evaluation and talent training,the phenomenon of invalid review,such as long review period,uneven review quality,and review formality caused by human relationships occur frequently.Thus the existence of“academic anomaly”and“bubble academics”.Therefore,the“Three-Level-Review-System”should be improved from the following aspects:comprehensively improving the knowledge structure of editorial staff of academic journals;clarifying the review standards of different types of academic papers,designing“Three-Tier-Review-System”with fair procedures,clarifying the specific requirements for review work,and establishing an access mechanism for reviewers.
