摘要
为评价安溪县河湖长制的推行效果,在分析该地水系水质及存在问题的基础上,从生态环境与社会经济两方面,构建基于FAHP方法的21项指标评价模型。同时对模型的判断矩阵进行一致性检验,计算D层指标总排序和总权重向量矩阵,并利用专家评价法计算单因素隶属度,最终得出综合指标结果 B=0.772。结果表明,安溪县水系水质在河湖长制推行后得到较大改善,河湖长制的实施成效显著。
To evaluate the implementation effectiveness of the River-Lake Chief System in Anxi County,an analysis of the local water quality and existing issues was conducted.Based on ecological and socioeconomic aspects,a comprehensive evaluation model with 21 indicators was constructed by using the FAHP method.A consistency test was performed on the judgment matrix of the model,and the total ranking and the total weight vector matrix of D-level indicators were calculated.The single-factor membership degree was determined by using the expert evaluation method,resulting in a comprehensive index value of B=0.772.The results indicate a significant improvement in the water quality of Anxi County’s water system after the implementation of the River-Lake Chief System,demonstrating the notable success of this initiative.
