内蒙古乡村生态旅游资源的法律保障问题研究

Research on Legal Guarantee of Rural Eco⁃tourism Resources in Inner Mongolia

乡村生态旅游近几年作为一种新型的旅游发展模式迅速兴起,与之相关的乡村生态旅游资源作为发展乡村生态旅游的基础和关键因素,也开始受到关注与重视。只有对乡村生态旅游资源进行合理开发与保护,才能实现乡村生态旅游的可持续发展,而从法律角度对其进行保障无疑更具有稳定性。内蒙古在法律保障乡村生态旅游资源的过程中,还存在法律保障体系不完善、监管制度不科学以及法律保护理念弱等问题,结合当地实际,从建立健全乡村生态旅游法律保障体系、加强乡村生态旅游监管、增强乡村生态旅游法律意识等法律保障途径探讨解决内蒙古乡村生态旅游发展过程中的资源保护问题,以缓解当地乡村生态旅游资源开发与生态环境之间的矛盾,在实现经济文明的同时也能够实现生态文明。

Rural ecotourism,as a new tourism development model,has been rising rapidly in recent years,and the related rural ecotourism resources,as the basis and key factor of the development of rural ecotourism,have also begun to receive attention.Only reasonable develop⁃ment and protection of rural ecotourism resources can realize the sustainable development of rural ecotourism,and it is more stable to guarantee it from the legal point of view.In the process of legal protection of rural ecotourism resources in Inner Mongolia,there are still some problems such as imperfect legal protection system,unscientific supervision system and weak legal protection concept.The author tries to solve the prob⁃lem of resource protection in the process of rural eco⁃tourism development in Inner Mongolia through establishing and perfecting the legal guar⁃antee system of rural eco⁃tourism,strengthening the supervision of rural eco⁃tourism and strengthening the legal awareness of rural eco⁃tourism,in order to alleviate the contradiction between the development of the local rural eco⁃tourism resources and the ecological environment,we can realize the ecological civilization as well as the economic civilization.
