屏边县国家储备林项目建设方案研究

Discussion on the Construction Plan of Pingbian National Reserve Forest Project

屏边县林业资源优越,国家储备林项目建设条件成熟。为顺利推进项目建设,围绕国家储备林培育目标,在回顾国家储备林制度确立进程,综述国家储备林建设相关研究情况的基础上,立足自然禀赋和林草业产业发展现状,提出了构建国家木材战略储备基地,积极发展林下特色种植、开展标准化规模化建设的屏边县国家储备林项目建设思路和具体建设方案,并据此进行了项目经济效益分析预测。结果表明:方案符合国家储备林营造优质高效多功能森林的培育目标,财务上可行。指出了坚持生态、经济和社会效益协调统一、因地制宜设计项目产品、以现有林改培为突破口和着力点,通过开展现有林改培、中幼林抚育、集约化栽培和林下特色种植,实行短周期用材林与中长周期中大径材林培育相结合等方式,构建林业全产业链和森林经营的连续收获体系,是项目持续发展的有效途径。建议整合相关资源,用足相关政策,统筹使用建设资金,支持屏边国家储备林建设。

Pingbian has superior forestry resources and mature conditions for the construction of national reserve forest projects.In order to smoothly promote project construction,this paper focuses on the cultivation goals of national reserve forests.Based on reviewing the process of establishing the national reserve forest system,this paper summarizes the relevant research on the construction of national reserve forests.Based on the natural endowment of the current development status of the forestry and grassland industry,it is proposed to build a national timber strategic reserve base.Understory characteristic planting should be actively developed.Standardized large-scale construction of Pingbian National Reserve Forest project construction ideas and specific construction plan should be carried out.Based on this,the economic benefit of the project is analyzed and predicted.Analysis shows that the plan is in line with the cultivation goal of creating high-quality,efficient,and multi-functional forests for national reserve forests,and is financially feasible.Adhering to the coordination and unity of ecological,economic,and social benefits,designing project products according to local conditions,using existing forest cultivation as a breakthrough and focus,and implementing a combination of short cycle timber forests and medium to long cycle medium to large diameter timber forests cultivation through the development of forest cultivation,intensive cultivation,and understory characteristic planting,are effective ways to build a continuous harvesting system for the entire forestry industry chain and forest management.This is an effective way for the sustainable development of the project.It is suggested to integrate relevant resources,make full use of relevant policies,and make overall use of construction funds to support the construction of national reserve forest in Pingbian.
