辽宁省海岸带环境保护法律制度之完善

辽宁省海岸带环境保护相关法律制度存在的主要问题有未充分体现陆海统筹原则、公众参与法律制度不完善、欠缺海岸带新型污染治理制度等。针对相关法律规定的不足,提出制定海岸带环境保护专门法律制度、完善陆海统筹海岸带环境保护法律制度、完善海岸带环境保护公众参与法律制度、加强对海岸带新型污染的防治、大力提高海岸带附近清洁生产程度等建议。

The main problems of the coastal environmental protection in Liaoning Province are as following:the principle of land and sea coordination is not fully reflected in the legal provisions;the legal system for public participation is imperfect;the control system of the new types of pollution in coastal zone is absent.In view of the deficiencies of relevant laws and regulations,the following improvement suggestions are put forward:to formulate special legal systems for environmental protection in coastal zones;to improve the legal system for coordinating coastal environmental protection based on the principle of land-marine coordination;to improve the legal system on public participation;to strengthen the prevention and control of new types of pollution;vigorously improve the degree of cleaner production near the coastal zones.
