摘要
针对市容环境卫生治理总过程分为基础设施建设和设施运行两个方面,且无害化处理和垃圾收运处理同时在设施运行方面进行的问题,文章结合两阶段DEA与平行DEA提出平行两阶段DEA的效率评价模型,该模型首先系统分析了在市容环境卫生治理中基础设施建设和设施运行两个阶段的治理效率,其次在设施运行阶段充分分析了无害化处理和垃圾收运处理两个子系统的治理效率,最后综合得到市容环境卫生治理总效率.通过对除西藏、中国香港、中国澳门和中国台湾以外的中国30个省市2011--2020年的市容环境卫生治理效率进行分析得出:中国在这十年间市容环境卫生治理总效率均值为0.90,整体效率较高,但各省市基础设施建设阶段效率存在显著差异,且设施运行阶段效率偏低,地区差异较大,基础设施未得到有效的优化配置.文章所构建的平行两阶段DEA模型通过分析市容环境卫生治理效率的各个环节,可以为决策者提出针对性意见并提供科学依据.
According to the city sanitation management total process is divided into infrastructure construction and facility operation two aspects,and the practical problems of harmless treatment and garbage transfer treatment should be carried out at the same time in facility operation.In this paper,a parallel two-stage DEA efficiency evaluation model based on two-stage DEA and parallel DEA is proposed.This model systematically analyzes the governance efficiency of infrastructure construction and facility operation in the sanitation management.At the same time,it fully analyzes the governance efficiency of the two subsystems of harmless treatment and garbage removal,and finally obtains the overall efficiency of the sanitation management.Through the analysis of the efficiency of urban appearance and environmental health governance in 30 provinces and cities(except Xizang;Hong Kong,China;Macao,China;Taiwan,China)in China from 2011 to 2020,it is concluded that:From 2011 to 2020,the average efficiency of all provinces and cities in China in the infrastructure construction stage is 0.92,the average efficiency of infrastructure operation stage is 0.75,the average efficiency of harmless treatment is 0.82,the average efficiency of garbage collection,transportation and treatment is 0.67,and the overall average efficiency of the two stages is 0.90.In most provinces and cities,overall efficiency of city sanitation management and governance efficiency in infrastructure construction phase are in the middle and upper reaches,the governance efficiency of the facility operation phase is in the middle and lower reaches,and the governance efficiency in infrastructure construction stage is greater than that in facility operation stage,and the efficiency of harmless treatment subsystem is greater than that of garbage collection,transportation and treatment subsystem.
