Study on the Connotation of National Security Capability

党的二十大报告作出推进国家安全体系和能力现代化的战略部署,为我们有效维护国家安全指明了道路。有切实增强国家安全能力,才能维护国家安全。为了有效增强国家安全能力,必须厘清国家安全能力的内涵。国家安全研究的背景分析有助于加深对国家安全内涵的理解,在梳理国家安全研究背景的基础上,总结出国家安全能力的主要内涵是:国家的发展能力、国家应对安全威胁的能力、国家保持自我的能力和国家的学习能力。并对国家安全能力的属性进行了思考,以期对推进国家安全体系和能力现代化进行有益的学术探索,进而实现以新安全格局保障新发展格局的目标。

The report of the 20th National Congress of the Communist Party of China made a strategic deployment to promote the modernization of the national security system and capabilities,pointing out the way for us to effectively maintain national security.China can maintain its national security only by strengthening its national security capability.In order to effectively enhance national security capability,it is necessary to clarify the connotation of national security capability.On the basis of in-depth analysis of the research background of the national security capability,this paper concludes that the main connotation of the national security capability include:the country’s development capability,the country’s capability to respond to security threats,the country’s capability to maintain itself and the country’s learning ability.What’s more,the nature of the national security capability is examined with a view to carrying out beneficial academic exploration on promoting the modernization of the national security system and capability,and realizing the goal of ensuring a new development pattern with a new security pattern.
