甘肃省中医药精准扶贫绩效评价实证研究

Empirical study on performance evaluation of precision poverty alleviation of traditional Chinese medicine in Gansu Province

利用改进后的灰色关联分析法对甘肃省中医药精准扶贫绩效进行实证分析。结果表明,甘肃省中医药精准扶贫成效显著,尽管不同县区的不同领域存在差异性,但中医药产业扶贫、电商扶贫、生态扶贫和健康扶贫作用明显。甘肃省中医药在精准扶贫助推农民脱贫增收等方面发挥了重要作用,但对区域经济的贡献度以及促进生态保护方面尚待提高。甘肃省应借助中医药精准扶贫成效和经验,将中医药产业创新发展作为助推甘肃省乡村振兴的首要途径,进一步完善中医药健康服务体系、中药材电商服务体系,大力推进中医药教育扶贫,扩大中药材生态扶贫规模等多途径促进中医药产业发展。

The improved grey relational analysis method was used to empirically analyze the precision poverty alleviation performance of traditional Chinese medicine in Gansu Province.The results showed that the precision poverty alleviation of traditional Chinese med⁃icine in Gansu Province had achieved remarkable results.Although there were differences in different fields between counties and dis⁃tricts,traditional Chinese medicine industry poverty alleviation,e-commerce poverty alleviation,ecology poverty alleviation and health poverty alleviation played obvious roles.Traditional Chinese medicine in Gansu Province had played an important role in preci⁃sion poverty alleviation and boosting farmers’poverty alleviation and income increase,but its contribution to regional economy and the promotion of ecological protection needed to be improved.Gansu Province should use the effectiveness and experience of traditional Chinese medicine precision poverty alleviation,traditional Chinese medicine industry innovation and development as the first way to boost rural revitalization of Gansu Province,take further improve the health service and e-commerce service system of traditional Chi⁃nese medicine,vigorously promote the education poverty alleviation of traditional Chinese medicine,and expand the scale of tradition⁃al Chinese medicine ecological poverty alleviation to promote the development of traditional Chinese medicine industry.
