外贸企业营商环境的演化与驱动因子分析——以大连市为例

Analysis of the Evolution and Driving Factors of the Business Detour of Foreigners to Trafficking Enterprises——Taking Dalian City as an Example

大连地处中国东北沿海区域,是我国的外贸百强城市,通过对该地区外贸营商环境的研究,为外贸企业提供发展思路,促进企业可持续发展。从公共服务、人力资源、市场环境、创新环境和金融服务5个方面构建了外贸商环境指标体系,运用熵值法和偏最小二乘回归模型对大连市2011-2020年的外贸营商环境指标进行了分析。结果表明:10年中大连的外贸营商环境得分是呈波动上升的趋势。其中,基础设施的不断完善、信息服务以及金融行业的飞速发展对外贸企业营商环境的影响力是逐步加强的,而网络监督和人才吸引的政策方面仍需完善。基于此,分别从优化人才引进机制、制定外贸法律法规、加大政府财政保障3个方面对外贸营商环境提出了具体政策建议。

Dalian is located in the coastal area of Northeast China and is one of China's top 100 foreign trade cities.Through research on the foreign trade business environment in this area,it provides development ideas for foreign trade enterprises and promotes sustainable development.The paper constructs a foreign trade business environment indicator system from five aspects:public services,human resources,market environment,innovation environment,and financial services.The entropy method and partial least squares regression model are used to analyze the foreign trade business environment indicators of Dalian from 2011 to 2020.Research shows that the score of Dalian's foreign trade business environment has shown a fluctuating upward trend over the past decade.Among them,the continuous improvement of infrastructure,information services,and the rapid development of the financial industry have gradually strengthened their influence on the business environment of foreign trade enterprises,while policies for network supervision and talent attraction still need to be improved.Based on this,specific policy recommendations are proposed from three aspects:optimizing the talent introduction mechanism,formulating foreign trade laws and regulations,and increasing government financial support for the foreign trade and business environment.
