南京市印刷工业排污许可证填报现状及建议

Current Situation and Suggestions of Pollutant Discharge Permit of Printing Industry in Nanjing

基于现阶段南京市印刷工业排污许可证监管的实践进展,根据南京市生态环境局重点工作要求,通过排污许可证现场复核,重点分析了南京市6家具有代表性的印刷工业企业排污许可证实施现状。结果表明:南京市印刷工业排污单位排污许可证填报主要问题易出现在“污染物排放标准及限值”“台账记录要求不合规”和“自行监测”模块,主要原因为执行标准未更新、管理要求不明确、现场监管不到位等。提出了规范指导性文件,推动排污许可、执行标准和环评之间的衔接;加强培训和现场审核,提高排污许可证核发质量;运用大数据,加强部门联动审核和监管等建议。

Based on the practical progress of the supervision of pollution discharge permits in the printing industry in Nanjing at this stage,according to the vital work requirements of Nanjing Municipal Ecology and Environment Bureau,this paper focuses on the implementation status of emission permits for six representative printing enterprises in Nanjing.The results show that that the main problems in the reporting of emission permits for Nanjing's printing industry were found in the “pollutant emission standards and limits”,“non-compliance with accounting record requirements” and “self-monitoring” modules.The main reasons are that the implementation standards are not updated;the management requirements are not clear and the on-site supervision is not in place.Guidance documents should be standardized to promote the connection between emission permits,implementation standards and environmental impact assessment.Training and on-site audit should be strengthened to improve the quality of emission permits;big data should be used to strengthen joint departmental audit and supervision.
