中国能源电力安全保供风险预警体系建设

Construction of China's Energy and Power Security Supply Risk Early Warning System

在全球能源绿色低碳转型和碳达峰碳中和目标约束下,我国能源电力供应安全面临许多新挑战,迫切需要建立能源电力安全保供风险预警体系,增强能源系统平稳运行能力。本文首先分析了我国能源电力安全保供风险预警面临的新形势,总结了主要发达国家和地区构建能源电力安全保供风险预警体系的经验;其次,在综述国内外能源电力安全保供预警体系研究进展基础上,提出了能源电力安全保供风险预警体系的内涵、核心要素与特征;最后,分析了构建我国能源电力安全保供预警体系面临的问题与挑战,并提出了建设我国能源电力安全保供预警体系的关键举措建议。

Under the constraints of global energy low-carbon transition and carbon peak carbon neutral goals,China's energy and power supply security is facing many new challenges.It is urgent to establish energy and power security risk warning system to enhance the smooth operation of the energy system.This study first analyzed the new situation of energy and electricity security supply risk early warning in China,and summarized the experience of major developed countries and regions in constructing energy and electricity security supply risk early warning system;Secondly,on the basis of summarizing the research progress of energy and electricity security supply early warning system at home and abroad,the connotation,core elements and characteristics of energy electricity security supply risk early warning system were put forward.At last,the study analyzed the problems and challenges of constructing China's energy and electricity security supply early warning system,and put forward the key measures and suggestions of constructing China's energy and electricitysecurity supplyearlywarning system.
