摘要 基于2005—2019年中国地级市面板数据,运用多期双重差分模型分析智慧城市试点政策对绿色低碳发展的效应。结果表明,智慧城市试点政策能显著降低区域内碳排放强度,促进城市绿色低碳发展,且通过提升绿色技术创新水平和优化能源消费结构起作用。进一步分析表明,智慧城市试点政策在大规模、信息化程度高和具备一定资源基础的城市中的碳减排效果较好。基于此,提出要加强城市数字基础设施和分级分类推进智慧城市建设的对策建议。 Based on the panel data of prefecture-level cities in China from 2005 to 2019,difference-in-difference model is used to analyze the effect of smart city on green and low-carbon development.The results show that the smart city can significantly reduce the carbon emission intensity in the region,promote the green and low-carbon development of the city,and play a role in improving the level of green technology innovation and optimizing the energy consumption structure.Further analysis shows that the pilot policy of smart city has a good effect on carbon emission reduction in cities with large-scale,high degree of informatization and certain resource base.Based on the conclusions,suggestions are put forward to strengthen urban digital infrastructure and promote the construction of smart cities by hierarchical classification.
