海南自贸港建设下科研事业单位人才稳定性研究——以海南省某研究所为例

Research on the Stability of Talents in Scientific Research Institutions underthe Construction of Hainan Free Trade Port—Taking the Research Institute in Hainan Province as an Example

科研事业单位是海南省科技创新力量的重要组成部分,是政府深入实施人才强国战略的重要依托力量,人才资源已成为关系科研事业单位核心竞争力的基础性、核心性、战略性资源。本文系统地分析了海南自贸港建设背景下科研事业单位人才队伍稳定性建设的优势、劣势、机遇及挑战,认为充分利用外部机遇,扭转内部劣势更适合海南省科研院所人才队伍稳定建设的现状,并提出了相应的对策和建议。

Scientific research institutions are an important part of the scientific and technological innovation power of Hainan Province,and an important support force for the government to implement the strategy of strengthening the country with talents.Human resources have become the basic,core and strategic resources related to the core competitiveness of scientific research institutions.This study analyzed the advantages,disadvantages,opportunities and challenges of the stability construction of talent team in scientific research institutions under the Hainan Free Trade Port.It was proposed that making full use of external opportunities and reversing internal disadvantages were more suitable for the current situation of the stability construction about the talent team of scientific research institutions in Hainan Province,and the corresponding countermeasures and suggestions were put forward.
