淮河流域高质量发展中生态环保的法治完善

Improvement of the Rule of Law for Ecological Protection in the High-Quality Development of Huaihe River Basin

淮河流域的自然禀赋、治理历史以及生态保护与社会经济发展的内在需求,证明了法治建设的必要性与紧迫性,淮河流域高质量发展最终依赖于法律的指引、规范与保障。然而淮河流域生态环保法治中存在的立法滞后、执法不力、司法薄弱等问题成为制约淮河流域高质量发展的障碍。为此,有必要从立法、执法、司法与守法等路径完善淮河流域生态环保法治,构建以淮河流域专门立法为核心的法治体系,完善执法体制以落实严格执法,加强生态环保司法保护力度,以公众参与制为基础促进全民守法,最终落脚于经济发展与改善民生,共建幸福淮河。

The natural endowment of the Huaihe River Basin,its governance history and the inherent needs of ecological protection and socio-economic development have proven the necessity and urgency of advancing the rule of law,and the high-quality development of the Huaihe River Basin ultimately depends on the guidance,regulation and protection of the law.However,in the rule of law on ecological and environmental protection in the Huaihe River Basin,some problems such as lagging legislation,ineffective law enforcement and weak judiciary have become obstacles to the high-quality development of the basin.Therefore,it is necessary to improve the rule of law in the Huaihe River Basin in terms of legislation,law enforcement,justice and compliance,build a legal system with local-specific legislation as the core,improve the law enforcement system to ensure strict law enforcement,strengthen the judicial system of ecological environmental protection,and promote the compliance with the law based on the public participation system,so as to ultimately achieve economic development and improvement of people’s livelihoods,and jointly build a happy community in the Huaihe River Basin.
