安徽省社会保障高质量发展路径研究

Research on the High-Quality Development Path of Social Security in Anhui Province

社会保障是促进经济发展、维护社会公平和推进共同富裕的重要制度安排。近些年,安徽省大力发展社会保障事业,在制度整合、服务效能、保障范围、待遇提升和兜底扶贫方面取得了显著成效,但仍然存在社会福利水平较低、社保统筹层次不高和福利体系建设滞后等问题。应遵循“共享、尽力而为和量力而行”的基本原则,以壮大社会保障物质基础、完善社会保障制度设计、提高社会保险统筹层次和补齐社会福利救助短板等路径协同推进安徽省社会保障高质量发展。

Social security is an important institutional arrangement to promote economic development,maintain social fairness and promote common prosperity.In recent years,Anhui Province has made great efforts to develop social security programs,and has made remarkable achievements in system integration,service efficiency,security scope expansion,benefits improvement and bottom-line poverty alleviation.However,low social welfare level,low level of social security pooling and lagging welfare system construction require our urgent attention and practical solutions.Following the basic principle of“sharing,trying our best and doing what our strength allows”,we should strengthen the material foundation of social security,perfect the design of social security system,improve the level of social security pooling and make up for the inadequacy of social welfare assistance,so as to promote the high-quality development of social security in Anhui Province.
