Policy-Driven Sustainable Entrepreneurship Mechanism

以2013年到2023年的218份中国可持续创业政策文本、134篇新闻报道为研究对象,采用扎根理论的质性研究方法,探寻我国政策驱动的可持续创业行为机制,构建了政策驱动可持续创业行为的创新性“循环模型”:政策动力是政策工具和可持续创业意识的源泉,政策工具激励或约束可持续创业意识,可持续创业意识转化为可持续创业行为,可持续创业行为赋能政策目标的达成,政策目标反作用政策动力形成闭环。据此,我们给出了我国可持续创业政策制定的对策与建议,即:政策制定后应保障创业行为实施路径上的资金、资源、政策工具及可持续创业意识的协同发展,共促可持续创业行为;有效利用可持续创业行为带来的效益反推激励或约束性政策的制定、政策的宣传以及教育作用以提升创业者的内驱力。

Based on 218 Chinese sustainable entrepreneurship policy texts and 134 news reports from 2013 to 2023,this paper adopts the qualitative research method of grounded theory to explore the mechanism of policy-driven sustainable entrepreneurship behaviors in China,and constructs an innovative“cycle model”of policy-driven sustainable entrepreneurship behavior:Policy motivation is the source of policy tools and sustainable entrepreneurship awareness.Policy tools encourage or restrict sustainable entrepreneurship awareness,sustainable entrepreneurship awareness is transformed into sustainable entrepreneurial behavior,sustainable entrepreneurial behavior enables the achievement of policy goals,and policy goals react with policy motivation to form a closed loop.Based on this,we give the countermeasures and suggestions of sustainable entrepreneurship policy making in our country,namely:After the formulation of policies,it is necessary to ensure the coordinated development of funds,resources,policy tools and sustainable entrepreneurship awareness on the implementation path of entrepreneurial behavior,jointly promote sustainable entrepreneurial behavior,and effectively use the benefits brought by sustainable entrepreneurial behavior to promote the formulation of incentive or binding policies,policy publicity and education to enhance the drive of entrepreneurs.
