安徽省公共资源交易开评标现场管理标准化研究与应用

Research and Application of Standardization of On-site Management for Bid Opening and Evaluation of Public Resource Trading in Anhui Province

开标、评标环节是公共资源交易活动的核心,也是体现公共资源交易效率和公平性的重要内容,一直备受社会关注。本文在深入分析安徽省公共资源交易标准化服务现状的基础上,探讨了公共资源交易开评标现场管理过程中,运用标准化的形式对实践工作的先进经验进行提炼固化的问题。提出对开评标现场管理的规范化、标准化建设的基本要求,明确现场管理内容,促进公共资源交易现场管理的标准化水平提升,为公共资源交易服务提质增效起到重要支撑作用。

The bid opening and evaluation process is the core of public resource trading activities,as well as an important aspect that refl ects the effi ciency and fairness of public resource trading,and has always been a social concern.Based on an in-depth analysis of the current situation of standardization services for public resource transactions in Anhui province,this paper discusses how to refi ne and conclude the advanced experience of practical work by means of standardization in the on-site management of bid opening and evaluation of public resources trading.The paper proposes basic requirements for the standardization and construction of on-site management for bid opening and evaluation,clarifi es the content of on-site management,and promotes the standardization level of on-site management for public resource trading,which plays an important supporting role in improving the quality and effi ciency of public resource trading services.
