基于PMC指数模型的中国绿色金融政策量化分析

Quantitative Analysis of China's Green Financial Policies Based on PMC Index Model

绿色金融政策的有效实施能够规范金融秩序,对政策对象起到培育激发、引导调节、约束限制等作用,从而有效推动我国绿色经济增长。基于PMC指数模型,结合文本挖掘与内容分析方法,选取2个中央级、8个省级绿色金融政策进行政策量化分析,研究发现:整体来看政策水平优良,8项政策等级评价为优秀,2项为可接受,无不良和完美级政策;各项政策在发布机构、政策时效、政策受众、政策评价、政策公开方面一致性程度较高;得分较高的相关政策总体呈现目的性强、重点突出、内容全面的特点,得分较低的相关政策存在受众领域较窄、规划不够详细、激励措施匮乏等问题。通过对评价维度及政策本身进行分析,提出以下建议:拓宽政策领域,扩大政策调控范围、层级;设定短期规划,对政策目标进行细化量化;完善激励措施细则,多措并举支持体系建设;引入约束惩戒机制,提高政策效力,为以后出台相关政策提供借鉴。

The effective implementation of green financial policies can standardize the financial order,and play the role of cultivating and stimulating,guiding and regulating,and restraining and limiting the policy objectives in order to effectively promote the growth of China’s green economy.Based on the PMC index model,combined with text mining and content analysis methods,two central-level and eight provincial-level green financial policies are selected for quantitative policy analysis,and it is found that:overall,the policy level is outstanding,with eight policies evaluated as excellent and two as acceptable,and there are no bad or perfect-grade policies;the degree of consistency of the various policies in terms of the issuing agency,the policy timelines,the policy receptor,the policy evaluation,and the policy disclosure is relatively high;the relevant policies with higher scores are generally purposeful,focused and comprehensive;the relevant policies with lower scores have problems such as narrower receptor domain,insufficiently detailed planning,and insufficient incentive measures.By analyzing the evaluation dimensions and the policy itself,the following suggestions are put forward:broaden the policy area and expand the scope and level of policy regulation;set short-term plans to refine and quantify policy objectives;improve the detailed rules of incentive measures and take multiple measures to support the construction of the system;introduce a constraint and punishment mechanism to improve the effectiveness of policies,so as to provide reference for the introduction of relevant policies in the future.
