新形势下能源企业承担政府煤炭储备建设思路研究

Research on the ideas of energy enterprises undertaking the construction of government coal reserves under the new situation

国家能源集团作为我国最大的能源企业,肩负着保障国家能源安全的重要使命,是落实政府煤炭储备能力的主要建设单位。在分析与梳理我国煤炭储备体系建设必要性、发展历程、面临问题的基础上,从彰显企业责任担当、筑牢能源供给坚固防线、促进各产业高质量发展3个方面分析了集团承担政府煤炭储备能力建设的必要性,从资源保障、运力支撑、技术管理和市场消纳4个方面总结了承担政府煤炭储备任务的优势。提出以资源端强优势、运输端提效能、消费端疏痛点为原则,在煤炭主产地、中转地、消费地逐级布局政府煤炭储备基地,实现集团产业发展与政府煤炭储备互补、互融、互促。

The National Energy Group is the largest energy enterprise in China shouldering the important mission of ensuring national energy security,and is the main construction unit for implementing the government’s coal reserve capacity.Based on the analysis of the necessity,development history,policy requirements and outstanding problems of China’s coal reserve system,this paper analyses the necessity of the Group’s undertaking the construction of government coal reserve capacity from three aspects:demonstrating corporate responsibility,building a solid defence line for energy supply and promoting high-quality development of various industries.And it sums up the advantages from four aspects:resource underwriting,transportation capacity,technical management and market consumption guarantee.It proposes to lay out the government coal reserve bases at the main coal production area,transit area and consumption area in a step-by-step manner with the principle of strengthening the advantages at the resource end,improving the efficiency at the transport end and relieving the pain points at the consumption end,so as to realize the complementary,mutual integration and mutual assistance between the Group’s industrial development and coal reserves.
