U.S.-China Conflicts and Considerations for Countermeasures

中美关系主要矛盾是国家战略利益矛盾,美国担忧中国快速发展超过美国,中国忧虑美国千方百计打压中国。主要症结表现为台湾问题国际化,战略敌对化,政治复杂化,贸易争端长期化,疫情污名化,市场基础恶化,意识形态极端化。中美关系有不利条件也存有利条件。中美有不同的文化价值观,两国存在分歧是自然的。从根本上说,中美两国具有和平共处的历史逻辑,符合两国核心利益和全世界人民的愿望。在台湾问题上,中国主要目标是祖国统一,而不是与美国打仗。中美两国“两极相联”,处于全球枢轴,对全球社会经济和政治秩序具有不可替代的重要影响。文明冲突不存在必然性。中美两国应正视客观存在的竞争合作形势和趋势,共同推进建立健康规范良性的竞合关系;应高举联合国宪章,坚持多样性与一致性统一,共同促进全球和平发展。美国战略东移,增加中国外部环境挑战。中国需要立足国内,放眼全球,加强多层次全方位的国际交流;坚持求同存异,争取战略制高点、道德制高点、技术制高点;增强算力,保持定力,掌握平衡力。

The main contradiction in the China-US relationship is the contradiction of national strategic interests.The United States is concerned about China's rapid development surpassing that of the United States,while China is worried about the United States actively suppressing China.The current main manifestations include the internationalization of the Taiwan Question,the intensification of strategic hostilities,political complexities,long-term trade disputes,the stigmatization of the pandemic,deteriorating market foundations,and extreme ideological differences.In fundamental terms,China and the United States have a historical logic for peaceful coexistence,despite their differing cultural values and natural disagreements.This logic aligns with the core interests of both countries and the aspirations of people around the world.In the Taiwan Question,China's primary goal is the reunification of the motherland,rather than engaging in warfare with the United States.China and the United States are'Bipolar interconnection,'positioned as global geographical and economical pivots,and hold an irreplaceable influence on the global socio-economic and political order.There is no inevitability of clash of civilizations.China and the United States need to acknowledge the objective competitive and cooperative situation and trends,and jointly work towards establishing a healthy,normative,and mutually beneficial competitive-coopetition relationship.China and the United States need to uphold the United Nations Charter,maintaining unity in diversity,and jointly safeguard the international order.The strategic eastward shift of the United States is increasing external challenges for China.China needs to base itself at home,have a global perspective,and strengthen multi-level and comprehensive international exchanges.It should adhere to seeking common ground while respecting differences,strive for strategic,ethical,and technological heights,enhance computational power,maintain composure,and master balance.
