摘要
人才是经济社会发展第一资源。社会经济发展的核心是人才的发展。深圳是我国改革开放后最早设立的特区之一,是社会主义建设的先行示范区,深圳市的人才政策发展演变是我国人才政策演进的缩影。本文以深圳市为例,全面梳理了改革开放以来,国家层面及深圳市人才政策的重要历史变革,分析其中的演进规律,并展望未来深圳市人才政策的发展方向,也为国内其他城市人才政策改革和完善提供参考和借鉴。
Talent is the first resource of economic and social development.The core of social and economic development is the talents.Shenzhen is one of the earliest special zones established after China's reform and opening-up,which is a pioneering demonstration area of socialist construction.The development and evolution of personal policy in Shenzhen is a miniature of talent policy in China.Taking shenzhen as an example,this paper comprehensively combs the important historical changes of talent policy in China and Shenzhen since the reform and opening-up,analyzes the evolution law,and looks into the future development direction of talent policy in Shenzhen.It will also provide reference for other cities in China.
