Comparative Analysis of Cities for the High-Quality Development of Business Environment:A Discussion on Building a Benchmark City for World-Class Business Environment

本文通过比较分析广州市与北京市等5个首批营商环境创新试点城市的营商环境发展状况,梳理总结2022年以来广州市营商环境创新试点改革的经验做法,明确其要素供给方面存在的不足,以期为广州市深入推进营商环境6.0改革,持续打造国际一流营商环境标杆城市,做强高质量发展提供有针对性建议。

This paper conducts a comparative analysis of the business environment development in Guangzhou and five other pilot cities,including Beijing,which are part of the first group of innovative business environment pilot cities.It reviews and summarizes the experiences and practices of Guangzhou's business environment innovation pilot reforms since 2022,highlighting deficiencies in the supply of elements.The objective is to provide targeted recommendations to assist Guangzhou in advancing the Business Environment 6.0 reform,continuously building a benchmark city for a world-class business environment,and offering specific suggestions to strengthen high-quality development.
