社会治理过程中的公民参与存在参与主体结构不均衡、参与内容单一、参与渠道不畅通、社区服务资源不足、参与效果不明显等问题,主要原因是公民参与意识薄弱、社会信任水平不高、政府向基层社会赋权不足、公民参与制度不完善,要通过建立公民社会场域、构建多元共治的社会治理体系、建设社区共同体、培育社会组织自我治理能力、发展网格化治理的公共服务功能、提升社会治理智能化水平等路径,实现社会治理过程中公民的有效参与。

In the process of social governance,citizen participation still faces problems such as imbalanced participation subject structure,single participation content,unobstructed participation channels,insufficient community service resources,and unclear participation effects.The main reasons are weak citizen participation awareness,low social trust level,insufficient government empowerment to grassroots society,and imperfect citizen participation system.It is necessary to establish a civil society field and build a diversified and co governance social governance system By building a community community,cultivating the self-governance ability of social organizations,developing public service functions of grid governance,and improving the level of intelligent social governance,we can achieve effective participation of citizens in the process of social governance.
