区域创新政策及其组合对企业创新绩效的影响——基于深圳市创新政策的实证研究

Regional Innovation Policies and Their Mixes Affect the Innovation Performance of Enterprise——An Empirical Study Based on Shenzhen Innovation Policies

筛选了2011—2019年间深圳市颁布的155条创新政策,在创新政策量化分析的基础上,构建了创新政策协同度模型,利用深圳市上市企业的面板数据,实证分析了不同类型创新政策及其组合对企业创新绩效的影响,结果表明:深圳市不同类型的创新政策对企业创新绩效存在激励效应,但占据主导地位的供给型政策对创新绩效的激励效应不显著;不同类型政策的组合对企业创新的激励具有协同效应,但协同效果具有差异性,而政策工具间的匹配影响了政策组合的协同效果。

This article selected 155 Shenzhen innovation policies from 2011 to 2019,then we built the coor⁃dination model of policy on the basis of qualified policy.Lastly,we utilize the panel data of Shenzhen listed enterprises to discuss the influence of different types of innovation policies and their mixes on the innovation performance of enterprises.The results show that:different types of innovation policy of Shen⁃zhen have different positive effect on enterprises’innovation performance,but the dominant supply-side policy has no significant incentive effect.And different types of policy mixes have synergy positive effec⁃tive,but the synergistic effects are different,and the matching between policy tools affects the synergis⁃tic effect of policy mix.
