“服务型”治理视角下海南农村社会工作服务设计与运作模式研究——以五指山市乡镇社工服务站为例

Research on the Service Design and Operation Mode of Hainan Rural Social Work From the Perspective of“Service-Oriented”Governance——A Case Study of Wuzhishan Township Social Work Service Station

在乡村振兴战略背景下,要推动农村基层组织、人才、文化等五个方面的振兴,就要不断创新基层社会治理体制,从而实现基层农村社区传统行政性治理向现代服务型治理的转变。本文通过分析五指山市乡镇社会工作服务站的建站及运作过程、服务内容设计、实务开展及未来展望等,总结了社工站运营管理、人员配置、服务督导及“以社工站为平台、以个案救助为焦点、以社区发展为目标”的专业服务等农村社工站建设运行模式,探索服务型治理在基层农村社会治理中的实践模式与治理成效,通过上述研究,达到完善海南基层农村社会治理体系,助力海南乡村振兴战略的实施与落地的目的。

Under the background of Rural Revitalization Strategy,we should promote the revitalization of rural grass-roots organizations,talents and culture,innovate the grass-roots social governance system,and realize the transformation from traditional administrative governance to modern service-oriented gover⁃nance in rural communities.By analyzing the construction and operation process,service content design,practice development and future prospect of the Township Social Work Service Station in Wuzhishan City,this paper summarizes the construction and operation modes of the rural social work station,such as the operation management,personnel allocation,service supervision and professional services with“the social work sta⁃tion as the platform,case assistance as the focus,and community development as the goal”,Explore the prac⁃tice mode and governance effect of service-oriented governance in the grass-roots rural social governance,improve the grass-roots rural social governance system in Hainan,and help the implementation and implemen⁃tation of Hainan Rural Revitalization Strategy.
