政策性农业保险是财政金融联动支持糖料蔗产业的重要政策工具。“十三五”以来,广西加大政策性糖料蔗保险财政投入力度,成效显著。保费规模大幅增长,保障能力明显提升,保险作用较好发挥,价格指数险效能显现,充分释放对糖料蔗产业的政策红利。但也存在保险供给质量不高,需求层次较低,助力产业一体化联合发展不足,“糖料蔗保险+”难以发挥激励作用,组织管理有待强化等主要问题。通过完善顶层设计,提高供给质量,引导保险需求,提升“糖料蔗保险+”政策水平,发挥与其他政策合力作用,强化组织管理,将激励机制贯穿于糖料蔗产业链诸多环节,引领产业实现一体化高质量发展。

Policy-based agricultural insurance is an important policy tool for fiscal and financial linkages to support the sugar cane industry.Since the 13th Five-Year Plan,Guangxi has increased fiscal input of policy-based sugar cane insurance,and got remarkable achievements.The scale of premiums has increased substantially,the protection capacity has been significantly improved,the role of insurance has been better utilized,the effectiveness of price index insurance has been demonstrated,and the policy dividend for the sugar cane industry has been fully released.However,there are also major problems such as low quality of insurance supply,low level of demand,insufficient assistance to the integrated and joint development of the industry,difficulty in playing an incentive role for“sugar cane insurance plus”,and organizational management to be strengthened.By improving the top-level design,improving the quality of supply,guiding the demand for insurance,upgrading the level of the“sugar cane insurance plus”policy,playing a synergistic role with other policies,strengthening organization and management,and running the incentive mechanism through each link of the sugar cane industry chain,the industry will be led to achieve integrated and high-quality development.
