我国档案开放审核工作调研与分析

调研发现,我国档案开放审核工作已经取得了一系列可喜的成绩。目前存在的问题主要包括,开放风险顾虑较大、档案整理工作量太大、降密解密工作受阻、开放审核程序不明晰、开放审核标准需细化、档案部门人力资源配置不合理、档案形成单位或者移交(保管)单位能力不足、智能辅助审核覆盖面小。可以采取的应对措施包括,确认免责条件,降低开放风险顾虑;修改档案接收进馆要求,减少应开放档案整理工作量;完善工作方式,推动降密解密工作;明确权责关系,落实主体责任;建立合理工作流程,明确工作要求;细化工作标准,降低操作难度;开展培训与交流,提升工作能力;提升智能程度,普及技术覆盖面。

The research has found that archives-opening review work has made a series of gratifying achievements in China.The existing problems mainly include:greater concern about the risk of openness,too much workload in archive organization,obstruction of decrypting,unclear procedures and rough standards of opening review,unreasonable allocation of human resources in the archive department,insufficient capacity of the archive formation unit or the transferring(storage)unit,and small coverage of the intelligent-assisted review.Countermeasures that can be taken include:confirming the conditions of exemption,reducing the concern about the risk of opening;modifying the requirements for accepting archives into the archives,reducing the workload of archive-organizing;optimizing the way of work,promoting the work of decryption;clarifying the power(right)and responsibility of related subjects;establishing a reasonable workflow with clear requirements;refining the work standards,reducing the difficulty of operation;providing training and communicating,improving the work capacity;improving the degree of intelligence-application,popularizing the coverage of the technology.
