系统论视阈下基层党组织组织力建设研究

On the Construction of Organizational Power of Grass-roots Party Organizations from the Perspective of System Theory

基层党组织组织力建设是一项涵盖面广、工作量大、复杂艰巨的系统工程,对党执政兴国具有重要影响。本文运用系统论基本原理,对基层党组织组织力建设进行了理论分析,揭示基层党组织组织力建设各子系统的关联和作用,进而提出系统论视阈下提升基层党组织组织力的实践进路:一是优化组织设置模式,提升组织设置的动态性和灵活性;二是加强基层党组织自我整合,确保内部协同的常态化;三是建立双向信息反馈机制,增强组织内外部耦合联动;四是激发并强化党的意识,提升组织内外部凝聚合力。

The construction of the organizational capacity of the grass-roots party organizations is a system project covering a wide range,a large workload,a complex and arduous project,which has an important impact on the party's ruling and rejuvenating the country.Based on the basic principles of system theory,this paper makes a theoretical analysis of the construction of organizational capacity of grass-roots party organizations,reveals the correlation and function of each subsystem of the construction of organizational capacity of grass-roots party organizations,and then puts forward practical approaches to improve the organizational capacity of grass-roots party organizations from the perspective of system theory:first,optimize the organizational setting mode and improve the dynamic and fl exibility of organizational setting;Second,strengthen the selfintegration of grass-roots party organizations to ensure the normalization of internal coordination;Third,establish a two-way information feedback mechanism to enhance the coupling between internal and external organizations;The fourth is to stimulate and strengthen the Party's consciousness and enhance the internal and external cohesion of the organization.
