我国乡村振兴基金运行机制、实践探索与政策建议

The Operation Mechanism,Practical Exploration and Policy Suggestions of China's Rural Revitalization Funds

脱贫攻坚取得全面胜利后,财政扶贫模式将迎来根本性变化,乡村振兴基金在构建现代农村金融制度中的重要性日益凸显。论文研究发现我国乡村振兴基金通过“母基金+直投”方式,聚焦“三农”产业,已成为推动乡村振兴的重要力量。但受制于农业项目投产周期长、农村资源确权定价困难和风险较高等客观条件制约,目前乡村振兴基金退出渠道还不够畅通,部分公益基金内在属性又决定了管理考核存在平衡与取舍难题。在对我国乡村振兴基金演进历程进行系统性梳理及和日本A-FIVE基金对比研究后,论文提出创新和畅通现有退出方式、设立与乡村振兴基金投资特征相适应的考核机制以及建立合理容错制度等政策建议。

After the overall victory of poverty alleviation,the financial poverty alleviation model will usher in fundamental changes,and the importance of rural revitalization fund in the construction of modern rural financial system has become increasingly prominent.This paper finds that China's rural revitalization fund has become an important force to promote rural revitalization through the way of"mother fund+direct investment"which focusing on the agriculture,rural and rural industries.However,subject to the long production cycle of agricultural projects,the difficulties in determining the pricing of rural resources and the relatively high risks,the current exit channels of rural revitalization funds are not smooth enough,and the inherent attributes of some public interests determine the balance and trade-off problems in management assessment.After systematically sorting out the evolution of China's rural revitalization fund and comparing it with Japan's A-Five fund,this paper puts forward policy suggestions such as innovating and unblocking the existing exit methods,establishing an assessment mechanism that is compatible with the investment characteristics of the rural revitalization fund,and establishing A reasonable fault-tolerant system.
