核电工程项目施工方案运作有效性监控指标体系的建立

Monitoring Index System Model and Evaluation Method for the Effectiveness of Construction Scheme Management

在施工方案重要性的基础上,分析了核电工程施工活动的特点,结合已有的核电工程管理实践总结提炼了施工方案策划、编制、实施和改进各环节的三类风险,包括技术风险、管理风险以及经济效能风险,并提出了基于三种类型风险的施工方案运作有效性监控指标体系模型和评价方法,对于核电工程项目以及其他大型施工项目施工方案的管理水平提升具有一定的指引性和借鉴意义。

Based on the importance of the construction scheme,this paper analyses the characteristics of the construction activities of nuclear power engineering,sorts out the hierarchical control methods for the construction scheme,and summarizes and refines three types of risks in the planning,preparation,implementation and improvement of the construction scheme,including technical risk,management risk and economic efficiency risk.In addition,proposing the monitoring index system model and evaluation method for the effectiveness of construction scheme management.
