鉴于极端暴雨及严重洪涝灾害对规模不断扩展的城市地下空间产生严重威胁,通过对既有地下室水淹现象及其原因分析,结合已有相关研究,突破传统设防思维,提出了解决既有地下室水淹问题的一套方案思路,从外部环境和内部隐患两个方面对既有地下室进行水淹风险分析,提出包括基本措施、常规防汛措施和封闭措施等三级地下室防水淹硬件措施以及包括管理制度、组织机制、流程、人力资源分配、防涝物资储备、应急预案等方面的地下室防水淹管控措施,从既有地下室水淹风险分析到完善既有地下室防水淹硬件及管控措施的整套方案是相互关联的有机整体,体现了完善既有地下室防水淹措施的程序性和系统性。

In view of the serious threat of extreme rainstorm and seriousflood disasters to the expanding urban underground space,through the analysis of the existing basementflooding phenomenon and its causes,combined with the existing relevant research,breaking through the traditional defense thinking,a set of plan ideas to thoroughly solve the existing basementflooding problem are proposed,and the existing basementflooding risk analysis is conducted from the external environment and internal hidden dangers,Propose three-level basement waterproofing and flooding hardware measures,including basic measures,conventional flood prevention measures,and closure measures,as well as basement waterproofing andflooding control measures,including management systems,organizational mechanisms,processes,human resource allocation,flood prevention material reserves,emergency plans,and other aspects.The entire set of plans from analyzing the risk of existing basementflooding to improving the existing basement waterproofing andflooding hardware and control measures is an interrelated organic whole,This reflects the procedural and systematic improvement of existing basement waterproofing measures.
