关于安徽省国家储备林建设的思考

Reflections on the National Reserve Forest Construction

国家储备林建设是推进林业深化改革和高质量发展的重要载体,对于优化森林资源布局、提升森林资源质量、构建现代森林经营体系具有重要意义。本文从安徽省森林资源和林权现状出发,运用战略思维、系统观念和市场逻辑,提出国家储备林建设的框架结构,即:实行政府主导、政策和规划引导、国有林场先行、鼓励农民主动参与、以规模企业为主体的组织模式,林地林权规模化组合为基础、森林资源资产化为路径、森林资源高效培育和多效利用为内容、一二三产业融合发展为主线的发展方式,政府搭建融资平台、国家金融政策支持、招商引资、科技服务、依法监管的保障机制。并对安徽省国家储备林建设的前景作出预测。

The national reserve forest construction is an important carrier for promoting forestry in-depth reform and high-quality development and is of great significance in optimizing the forest resource layout,improving the forest resource quality and establishing the modern forest management system.In this paper,based on the actualities of the forest resources and forest tenure right in Anhui Province and with strategic thinking,system concept and market logic,it was put forward that,for the national reserve forest construction,the organizational pattern should include guidance of the government,policy and planning guidance,the state-owned forest farm as the forerunner,encouragement for farmers'active participation and the sized enterprise as the main part;the development pattern should include sized combination of forestland and tenure rights as the base,capitalization of forest resources as the path,efficient cultivation and multi-effect utilization of forest resources as the content and integrative development of primary,secondary and tertiary industries as the principal line;the safeguard mechanism should include a financing platform established by the government,national financial policy support,encouragement of investment,sci-tech service and supervision according to law.The prospect for the national reserve forest construction in Anhui Province was also anticipated.
