培养“为未来做好准备”的数字化学习者--新加坡《教育技术规划》的实施路径与影响因素探析 被引量:1

摘要 2021年,新加坡教育部出台《教育技术规划》,它是该国教育信息化历史上第五个战略规划。《教育技术规划》以教育技术生态观为基础,致力于培养“为未来做好准备”的数字化学习者。该规划的实施路径包括:提供个人移动学习终端、开发“个性化”学习平台、加强学生数字创造力培养、创建数字评估模型。该规划实施的关键影响因素有:教师数字素养水平、利益相关者协作体系、数字空间安全等。与前四期规划相比,该规划的传承性特点为:坚持“以人为本”的价值取向;注重与前期规划的衔接;促进多方主体的系统协调;强调项目间的联动整合。创新性特点为:从“工具论”到“生态论”的观念变革;纳入“敏捷方法”的理论原则,变“封闭周期”为“滚动更新”;融合了“人工智能与教育个性化”“无缝学习”等新内容。 The Educational Technology Plan issued in 2021 by the Ministry of Education of Singapore is the fifth strategic plan in the history of educational informatization in Singapore.Based on the ecological view of educational technology,the plan is committed to cultivating“future-ready”digital learners.Its implementation path includes providing personal mobile learning terminals,developing“personalized”learning platforms,enhancing the cultivation of students’digital creativity,and creating digital assessment models.Teachers’digital literacy,collaborative system of stakeholders and digital space security are important factors influencing its implementation.Compared with the previous four plans(1997-2020),this new plan exhibits the distinctive hallmarks of legacy:adhering to the“human-centered”value system;emphasizing on the connection with the previous plans;promoting the systematic coordination between multiple stakeholders,and reinforcing interprojected synergy.The innovative features are manifested in the conceptual reform of educational technology from“instrumental theory”to“ecological theory”,from a“closed cycle”to a“rolling update”by introducing the principle of“agile methodology”,and integrating new content such as“artificial intelligence and personalized education”and“seamless learning”.
