Promoting the Modernization of Municipal Governance through the High-Quality Development of Volunteer Service:A Research Report on the Innovative Practice of Volunteer Service in Tianjin

作为全国第一个社区志愿者组织发祥地,天津志愿服务取得了丰硕成果。回溯天津志愿服务历史,大致可以分为起步探索阶段、延伸发展阶段、新时代新作为阶段。党的十八大以来,天津市充分发挥党对志愿服务的引领作用,积极搭建融媒体平台,构建起全域志愿服务的“天津模式”,搭建起一整套志愿服务运行机制,充分发挥志愿服务育人功能,以志愿服务提升人民群众获得感,交出了一份志愿服务的出色答卷。总结天津志愿服务的成功经验,马克思主义人学理论、中华优秀传统文化中的慈善思想以及党的创新理论是天津志愿服务实践的理论之源。站在新的历史起点,要在天津志愿服务发展方面扬优势、补短板,坚持问题意识与导向,提出推动天津志愿服务高质量发展的切实可行的对策。

As the birthplace of national volunteer service,Tianjin has achieved fruitful results in volunteer service.Looking back on the history of volunteer service in Tianjin,it can be roughly divided into the initial exploration stage,the extended development stage,the new era and new accomplishments stage.Since the 18th National Congress of the CPC,Tianjin has fully played the leading role of the Party in volunteer service,actively building an integrated media platform,and built a"Tianjin model"of comprehensive volunteer service.It has also established a complete mechanism for volunteer service,fully leveraging the educational function of volunteer service to enhance the sense of gain for the people and has achieved remarkable results in volunteer service.The success of Tianjin's volunteer service can be attributed to the theoretical foundation derived from Marxist human theory,the concept of charity in Chinese traditional culture,and the innovative theories of the Communist Party.Standing at a new historical starting point,we must capitalize on our strengths and address our weaknesses in the development of voluntary service in Tianjin.We should focus on problem awareness and a problem-oriented approach and put forward practical and feasible measures to promote high-quality development of voluntary service in Tianjin.
