摘要
针对目前工业用户分轮次控制及恢复过程的安全用电缺乏一套全面合理风险评估指标体系的现状,该文构建工业用户安全用电综合风险评估指标体系,并提出一种考虑工业用户安全用电综合风险的分轮次负荷控制与恢复策略。该文首先构建由21个指标组成的工业用户安全用电综合风险评估指标体系;其次,结合博弈赋权和云模型的风险评估方法获取工业用户风险等级,进而提出基于可控制风险阈值动态调整调控量的分轮次负荷控制策略和基于重要负荷受控制总量与负荷设备风险严重程度序列集的分轮次负荷恢复策略;最后,以IEEE-RTS-24系统为实际场景,以钢厂为例验证所提分轮次负荷控制与恢复策略的有效性,所提策略既可保障工业用户以低风险等级参与分轮次控制与恢复过程,也可满足电网安全可靠运行的需求。
Given the current situation that there is no comprehensive and reasonable risk assessment index system for industrial users'safe electricity consumption in the process of multi-round control and restoration,a comprehensive risk assessment index system for industrial users'safe electricity consumption is constructed in this paper,and a strategy for multi-round load control and restoration that takes into account the comprehensive risks of industrial users'safe electricity consumption is proposed.Firstly,a comprehensive risk assessment index system consisting of 21 indicators is structured;secondly,the risk assessment method combining with the game assignment and the cloud modeling is used to obtain the risk levels of the industrial users.Then,a multi-round load control strategy based on the dynamic adjustment of regulation volume based on the controllable risk threshold,and a multi-round load recovery strategy based on the sequence set of the controlled amount of important loads and the risk severity of load equipment are put forward.Finally,the effectiveness of the proposed multi-round load control and recovery strategy is verified by using the IEEE-RTS-24 system as a practical scenario and a steel plant as an example.The proposed strategy ensures that the industrial users can participate in the multi-round control and recovery process with a low-risk level and also meets the requirements of the safe and reliable operation of the grid.
