国家铁路局发布行业标准《铁路通信承载网工程检测规程》

国家铁路局发布《铁路通信承载网工程检测规程》(TB/T 10432—2023)(以下简称“规程”),自2023年9月1日起实施。目前铁路行业通信工程的验收标准主要有《铁路通信工程施工质量验收标准》(TB 10418—2018)、《高速铁路通信工程施工质量验收标准》(TB 10755—2018)、《高速铁路工程静态验收技术规范》(TB 10760—2021)、《高速铁路工程动态验收技术规范》(TB 10761—2013)等。上述标准对铁路通信承载网工程的验收提出了具体要求,但对涉及的检测方法未进行明确规定,因此铁路工程建设、施工和检测等单位缺少统一的测试方法,由于铁路通信承载网的技术和应用特征(如组网方式、业务承载等)与公网存在一定区别,经常借鉴的邮电行业检测标准,不能完全适用于铁路通信承载网的工程检测。

Industry standard Specification for Engineering Test of Railway Communication Carrier Network(TB/T 10432—2023)(hereinafter referred to as“the Specification”)has been issued by National Railway Administration,and came into effect on September 1,2023.Currently,the acceptance standards for railway communication projects mainly include Standard for Acceptance of Communication Works in Railway(TB 10418—2018),Standard for Acceptance of Communication Works in High-Speed Railway(TB 10755—2018),Code for Static Acceptance of High-Speed Railway(TB 10760—2021),and Technical Regulations for Dynamic Acceptance for High-Speed Railways Construction(TB 10761—2013).These standards outline specific requirements for the acceptance of railway communication backbone network projects,but lack clear guidelines for the testing methods involved.As a result,there is a lack of standardized testing methods for railway construction and testing.Due to the differences between the railway communication backbone network and the public network in terms of technical and application characteristics(e.g.,networking methods and service delivery),the testing standards of the telecommunications industry may not be entirely suitable for the testing of railway communication backbone networks.The Specification systematically summarizes the experience gained over the years in the construction,testing,acceptance,and management of railway communication projects.It takes into account the uniqueness of railway communication backbone network testing and,for the first time,establishes standards for the testing of communication backbone network tailored to railway application scenarios and testing requirements.
