营商环境标准体系构建实践研究——以四川宜宾筠连营商环境标准化试点为例

Construction Practice of Standards System for Business Environment——Based on the Standardization Pilot of Business Environment in Junlian,Yibin,Sichuan

优化营商环境是全面深化改革的重要内容,构建现代化经济体系的重要基础,是建设开放型经济新体制的重要支撑,促进高质量发展、应对复杂形势的重要举措。本文基于宜宾市筠连县营商环境标准化试点建设实践,以覆盖经营主体保护、市场环境、政务服务、监管执法、法治保障5大方面为导向,探索了适用于县域经济社会发展的营商环境标准体系,解决了当前体系仅有理论研究无真正实践的问题,为县域营商环境优化提供了有益的参考和借鉴。

Optimizing the business environment is an important aspect of comprehensive reform,a significant foundation for building a modern economic system,a crucial support for constructing an open economic system,and a vital measure for promoting high-quality development and addressing complex situations.Based on the practice of the business environment standardization pilot project in Junlian county,Yibin city,this article explores a business environment standards system suitable for the development of county-level economy and society towards five major aspects:protection of business entities,market environment,government services,regulatory enforcement,and legal protection.It addresses the problem that the current system only has theoretical research without practical implementation,and provides useful references for the optimization of business environment in counties.
