山东省绿色发展效率及影响因素研究

Study on the Efficiency and Influencing Factors of Green Development in Shandong Province

本文基于超效率非期望SBM和Tobit回归模型,系统分析了山东省绿色发展效率和三大经济圈的发展特征,提出了影响绿色发展效率的潜在因素。结果表明,(1)山东省绿色发展效率呈缓慢下降趋势,经济圈内部各成员城市间发展也不平衡。(2)山东省绿色全要素生产效率整体提升,增长动因主要来源于技术进步效率和纯技术效率的贡献,省会和鲁南经济圈增长动因均来源于技术进步效率和纯技术效率,胶东经济圈则主要来自技术进步效率和规模效率。(3)产业结构、人口规模和对外开放水平对山东省绿色发展效率有显著影响,省会经济圈各因素的影响程度和方向与全省情况较为接近,仅胶东经济圈绿色发展效率与对外开放现状正相关,鲁南经济圈仅人口规模因素影响较为显著。

Based on the super-efficiency and non-expectation SBM and Tobit regression models,this paper systematically analyzes the green development efficiency and the development characteristics of the three economic circles in Shandong Province,and puts forward the potential factors affecting the green development efficiency.The results show,(1)the green development efficiency of Shandong Province shows a slow downward trend,and the development of member cities within the three economic circles is also unbalanced.(2)The green TFP in Shandong Province has been improved and the growth drivers are mainly from the contribution of technical progress efficiency and pure technical efficiency.The growth drivers of provincial capitaleconomiccircle and Lunan economic circle are both from the technical progress efficiency and pure technical efficiency,while the growth drivers of Jiaodong economic circle are mainly from the technical progress efficiency and scale efficiency.(3)Industrial structure,population scale,and open level has remarkable effect on the green development efficiency of Shandong Province.The influence degree and direction of various factors in the provincial capital economic circle are close to the situation of the whole province.Only the green development efficiency of Jiaodong economic circle is positively correlated with the current situation of open level,and only population scale has a significant impact on Lunan economic circle.
