基于FTA-BN的道路客运企业主体责任落实研究

Research on the Implementation of the Main Responsibility of Road Passenger Transport Enterprises Based on FTA-BN

道路旅客运输是旅客周转的重要方式,其安全性直接影响着人们的生命安全.本文对100起道路客运事故案例采用事故树(FTA)和贝叶斯网络(BN)模型进行分析,发现造成事故的7个重要致因分别为:组织责任不落实;不良道路位置;弯、坡路段;隐患排查不到位;教育培训不到位;动态监管不到位;企业资质不合格.表明道路客运事故的主要原因在于企业管理不当,而企业管理又主要是主体责任没有落实到位,故从安全生产责任制落实角度给出了相应的建议,企业今后应加强安全主体责任的落实,做好隐患排查、教育培训、动态监管等安全管理工作,避免事故发生.

Road passenger transport is an important way of passenger turnover,and its safety directly affects people's lives.This paper analyzes the accident tree(FTA)and Bayesian network(BN)model for 100 road passenger crashes,and identifies that the seven important causes of crashes are:failure to implement organizational responsibility;bad road location;bend and slope sections;inadequate hidden dangers;inadequate education and training;inadequate dynamic supervision;unqualified enterprise qualification.It shows that the main cause of road passenger transport accidents lies in the improper management of the enterprise,and the main reason for the enterprise management is that the main responsibility has not been implemented in place.Therefore,corresponding suggestions are given from the perspective of the implementation of the safety production responsibility system.Enterprises should strengthen the implementation of safety main responsibility in the future,and do a good job in safety management such as hidden danger investigation,education and training,and dynamic supervision to avoid crashes.
