森林防火预防管理规范化浅析——以吉林省柳河县为例

Analysis of Forest Fire Prevention Management Standardization--Taking Liuhe County of Jilin Province as an Example

按照《森林防火条例》和《吉林省森林防火条例》有关规定,森林防火工作实行地方各级人民政府行政首长负责制;森林、林木、林地的经营单位和个人,在其经营范围内承担森林防火责任。机构改革后,林业部门在森林防火工作中承担着组织编制森林火灾防治规划、标准并指导实施;组织、指导开展防火巡护、火源管理、防火设施建设、火情早期处理等工作并监督检查。林业部门和乡镇、街道、村屯承担的森林防火预防管理工作任务繁重。吉林省柳河县林业局结合机构改革后森林防火工作实际,以夯实预防管理规范化工作指标、任务和措施为目的,实施了10项一级指标和16项二级指标以及38项具体任务和措施,明确完成工作任务的时限要求,全面落实森林防火预防管理规范化工作任务,确保了县域森林火灾受害率稳定控制在省、市政府责任状目标0.1‰以下,有效减少了森林火灾损失。

According to the relevant provisions of the“State Council on forest fire prevention”and“Regulations of Jilin Province on forest fire prevention”,the administrative head of the local people's government at all levels shall be responsible for forest fire prevention work.Companies and individuals operating forests,trees and woodlands shall bear the responsibility for forest fire prevention within their business scope.After the institutional reform,the forestry department is responsible for organizing the compilation of forest fire prevention plans,standardizing and guiding the implementation of forest fire prevention and control.Also the forestry department has to organize,guide,and carry out fire prevention patrol,fire source management,fire prevention facilities construction,early fire treatment and other work with supervision and inspection.Thus the staffs in forestry departments,towns,streets,and villages all bear heavy tasks of forest fire prevention and management.The Forestry Bureau of Liuhe County,Jilin Province implemented 10 first-level missions,16 second-level missions,and 38 specific tasks and measures for the purpose of consolidating the standardization missions,tasks,and measures of prevention management in combination with the actual forest fire prevention work after the institutional reform.The time limit for completing work tasks was clarified,and the task of standardizing forest fire prevention and management was fully implemented to ensure that the forest fire victimization rate in the county area was stably controlled below the provincial and municipal government responsibility target of 0.1‰,effectively reducing forest fire losses.
