祁连山国家公园与其多族群社区的耦合共生:逻辑、困境与路径

Coupling Symbiosis between Qilian Mountain National Park and Multi-Ethnic Communities:Logic,Dilemma and Paths

祁连山国家公园试点改革已进入实质阶段。妥善解决生态保护、文化传承与经济发展问题,促进国家公园与民族社区的繁荣共建成为祁连山国家公园成功实施的关键。以“生命共同体”为学理基础,从历史、现实及理论角度梳理了祁连山与周边社区相依共存、相互制约、协同演进的耦合逻辑;总结出社区面临的多维困境:利益分配失衡,治理模式“不接地气”,规划科学性不足及居民能力有限;根据祁连山的多元民族特质,以价值共生为前提,从多元共治、规划共振、利益共享、能力共建等角度探析祁连山国家公园与多族群社区的融合共生路径,并提出以科普游憩主线串联典型民族社区、兼顾整体联动和民族社区个体差异的建设策略。

The pilot reform of Qilian Mountain National Park has entered a substantive stage.Properly solving the problems of ecological protection,cultural inheritance and economic development,and promoting the prosperity and co-construction of national parks and ethnic communities have become the focus for the successful implementation of the Qilian Mountain National Park system construction.Based on the academic theory of"life community",the coupling logic of Qilian Mountain and surrounding communities'interdependence,coexistence,mutual restriction,and collaborative evolution was sorted out from the historical,realistic and theoretical perspectives;the paper also summarized the multi-dimensional dilemmas faced by the communities:unbalanced distribution of interests and unrealistic governance models,planning is not scientific enough,and residents have limited capabilities.This paper systematically analyzed the practical dilemmas and integration and symbiosis paths faced by Qilian Mountain National Park and communities from the perspectives of cognition and ability improvement,and proposes a construction strategy that connects typical ethnic communities with the main line of science popularization and recreation,taking into account the overall linkage and individual differences of ethnic communities.
